Encontro de representantes e activistas sindicais do Ensino Superior promovido (conjuntamente) pela FeNProf e pelo SNESup

Perante a grave situação que se vive no Ensino Superior Público, em resultado dos violentos cortes orçamentais para 2007, e em vésperas de um pacote de iniciativas legislativas anunciadas pelo Governo, onde avultam, além de uma nova Lei de Autonomia e de um novo Estatuto do Ensino Superior Particular e Cooperativo (a apresentar até Maio), a aprovação de novos estatutos das carreiras, até ao Verão, bem como de alterações aos mecanismos de financiamento, a FENPROF e o SNESup tomaram a iniciativa conjunta de promover um Encontro de Representantes e Activistas Sindicais que teve lugar no passado sábado, dia 10 de Março, às 14h, em Lisboa, no IST, anfiteatro PA1, Pavilhão da Pós-Graduação.

Esta reunião destina-se a analisar a situação no Ensino Superior e a programar acções conjuntas para os próximos meses, que contribuam para a mobilização de todos os docentes e investigadores, no sentido de se criarem as melhores condições para a obtenção de resultados positivos no que concerne à revisão das carreiras e à restante legislação, que afectarão a situação profissional de todos.

Os colegas, sindicalizados ou não, que se disponham a participar, nas suas instituições, em estruturas de representação de docentes e investigadores, no âmbito do processo de esclarecimento e de mobilização, são convidados a participar no Encontro.

ATHENS report, 12 March 2007: Arrestee Solidarity actions are once again attacked by the Police

The trial of the 49 arrestees facing minor charges has been postponed until next Wednesday, 21st of March in order for them to receive all legal documents and prepare their defence with their lawyers.

From the remaining nine arrestees, eight have been released on strict bail conditions (reporting to a police department three times a month and a 5,000 euros deposit!) while another one, V.S., a builder, has been detained.

Parents clashed with the police outside court building 7, were those with the minor charges are facing trial. The conflict broke out when some parents tried to enter the building and were pushed back by the cops. The conflict quickly spread and the cops began their assault. They pepper-sprayed some parents on the face; one parent fainted and another one was taken to hospital.

Photos posted on Indymedia show a cop hitting, by holding his baton the way round, which is strictly prohibited. [read more, see photos]. Most mainstream media outlets across the country reposted this photo without giving Indymedia any credit.

  • ATHENS report, 10 March 2007: Student Movement uprising is still fighting all around Greece

    52 arrestees that face minor offences have been released and will be on trial on Monday, by the police court. Another one that is to stand trial on Monday is still detained. 9 people with felony charges will be brought before the Interrogator and the Public Prosecutor on Monday, who will decide whether they will be detained till the trial.

    The advocates are talking about a political trial, since the Public Prosecutor's attitude indicated that the juridical details are not of importance, as there are clear orders to proceed with the charges.

    Protest and solidarity marches took place on Thursday night and Friday in a lot of cities: Athens, with 6-7.000 ppl participating [photos]. Thessaloniki [photos], Yannena, Patra, Syros [reports]. A march in Thessaloniki also on Saturday 10th.

    Solidarity gatherings took place early in the morning in front of the police headquarters and the court [report]. The employees of Red Cross Hospital were shocked about the woundings the police caused to the students and the police treatment of the injured students. Also, employees on TV channels reacted [1 , 2] against the police asking for the full footage of the riots.

    Although the frame law for the functioning of the universities was voted on Thursday, nothing indicates that the students are to step backwards. So far, more than 290 Greek faculties are occupied, The recent repression in Athens was reflected to the coutryside as well, as there was heavy police repression in small towns, while half of the arrestees are originally students from regional universities. Therefore, all around Greece, subsequent solidarity activities are taking place. Local student assemblies are organised in order to support the arrestees with the essential documents, to organise everyday demonstrations and inform the local community of the brutality that the students have been facing.

    The new frame law for the functioning of the Universities was voted on Thursday afternoon, after the decision of the government to start the process in the Parliament despite the public outrage; since students, pupils, teachers and academics have been in an ongoing struggle since May 2006, including occupations of schools and faculties, strikes and demonstrations.
    As the state media reported, only the governmental party voted for the new law, while the rest of them decided to leave the room after the preliminary poll. Meanwhile, more than 35000 of students, including teachers and academics, were demonstrating in the streets of Athens, in order to surround the Parliament.

    Interrotto el Senato Accademico della Federico II

    Oggi, martedì 13 Marzo 2007 gli studenti dell'Interfacoltà (Coordinamento dei collettivi universitari napoletani), hanno impedito lo svolgimento del senato accademico della Federico II presso l'università centrale, occupando l’aula e obbligando i partecipanti a sciogliere la seduta.
    Questa contestazione si inserisce nelle più ampie mobilitazioni che si sono organizzate in questi anni da parte del movimento studentesco sia a livello locale quanto nazionale ed europeo, contro le politiche poliziesche e repressive delle università e l'inserimento di queste nel meccanismo produttivo del mercato del lavoro europeo, tramite aziendalizzazioni e sodalizi con aziende e grandi imprese multinazionali.
    Questo insieme di processi sono stati rappresentati e sintetizzati dall'inaugurazione dell'anno accademico 2006/2007 della Federico II, svoltosi presso il polo universitario di Monte S. Angelo, lo scorso 28 novembre.
    In tale occasione, mentre all’interno veniva simulata una falsa armonia - con la presenza delle istituzioni accademiche, le massime cariche dello stato e i rappresentanti ufficiali degli studenti, legati a doppio filo agli interessi di chi questi cambiamenti li gestisce – funzionale alla pubblicità di un’università pacificata e senza contraddizioni, all’esterno dell’ateneo appositamente blindato per quell’occasione, veniva tenuta lontana (con calci, pugni e sputi da parte della polizia) quella parte di studenti che da anni tenta di opporsi, organizzata nei collettivi universitari, ai processi di aziendalizzazione dell’università.
    L’inaugurazione dell’anno accademico, lo svolgimento dei senati e dei consigli d’amministrazione delle università, rappresentano aspetti locali di una politica complessiva orchestrata a livello europeo (vedi Dichiarazione di Bologna del 1999 e strategia di Lisbona del 2000) e che mira sempre più a trasformare le università in “dependance” delle aziende e dei loro interessi privati.
    E’ chiaro ormai che siamo di fronte ad un’università che si asservisce sempre più, non solo alle logiche di profitto, ma anche a quelle di guerra; non si può non riconoscere l’università italiana come funzionale agli obiettivi dell'imperialismo, tanto quello degli Usa, quanto quello dell’Unione europea e dell’Italia.
    Esprimiamo inoltre la nostra solidarietà militante agli studenti greci (mobilitati in questi giorni contro le riforme europee del sistema formativo) che sono stati brutalmente repressi dalla polizia ad Atene.

    INTERFACOLTA' (COORDINAMENTO COLLETTIVI UNIVERSITARI NAPOLETANI) - ITALY

    Abbiamo deciso di essere qui quest’oggi con il preciso intento di interrompere e impedire il regolare svolgimento di questo incontro.
    Le ragioni della nostra azione sono riconducibili ad avvenimenti indelebilmente inscritti nella nostra memoria.
    Il vergognoso teatrino allestito in occasione dell’Inaugurazione dell’anno accademico si è concluso, ma non si è certo chiuso con esso, il clima di ottusa chiusura che l’ha caratterizzato.
    In quell’occasione il nostro Rettore, che sembra ormai essere diventato uno dei più stretti collaboratori delle forze dell’ordine, ha, per l’ennesima volta, scelto di tenerci fuori, sostenendo la necessità di una blindatura dell’università. Il solo risultato di questo gesto è stato arroventare un clima che altrimenti sarebbe stato di sicuro più disteso. La scelta di provvedere ad una blindatura siffatta non ci può lasciare indifferenti. La decisione è stata dettata dalla volontà di tenere lontano possibili contestatori e, in ultima analisi, gli studenti tutti.
    Leggiamo una pericolosa continuità tra i recenti avvenimenti e quanto accadde in occasione del convegno sull’Università in Città della scienza, a cui parteciparono esponenti di Confindustria e personaggi istituzionali mentre a noi fu riservata l’accoglienza della polizia. La politica del nostro Rettore, fin dalla sua prima elezione, è sempre stata quella di impedire strappi e di intessere relazioni dialoganti ed accomodanti. Così si è mosso all’interno del complesso mondo accademico, così si è mosso nel mondo politico, così si è mosso nei nostri confronti. Quasi sempre.
    Nelle succitate situazioni Trombetti ha, infatti, scelto di chiudere unilateralmente il dialogo tra noi ed il rettorato lasciando che fosse la polizia ad arginarci.
    A questi avvenimenti passati, si aggiunge oggi il clima sempre più tetro di repressione che si respira nelle varie facoltà. Già da un po’ di tempo, infatti, la possibilità di vivere l’università non solo come esamificio e mero strumento di accumulazione di crediti, è malvista, e largamente osteggiata, dai vari presidi. Su tutti riportiamo gli esempi di Architettura dove il “democraticissimo” preside Gravagnuolo ha esplicitamente vietato agli studenti di usufruire degli spazi della facoltà se non limitatamente alle attività strettamente didattiche (anche se Gravagnuolo pensa che far fare una festa di carnevale gli restituisca una qualche patente di democraticità!). Si potrebbero aggiungere numerosi esempi; ci limitiamo, qui, a sottolineare come il neopreside di Lettere, Mazzarella, ha proibito di introdurre e consumare alcolici all’interno della Facoltà…praticamente una legge a parte rispetto allo stato italiano. Non troviamo utile dilungarci sulla presenza sempre più massiccia, e sempre più tollerata, di forze dell’ordine nelle portinerie e nei corridoi delle nostre facoltà, perché come dato è già di per sé significativo della tendenza reazionaria che caratterizza il nostro ateneo da un paio d’anni a questa parte.
    La nostra presenza qui sta oggi ad evidenziare come le scelte repressive siano in ultima analisi sempre perdenti. E’ infatti possibile tenere fuori gli studenti, e tutto il loro malcontento, dalle grandi occasioni, cosicché le telecamere non portino fuori panni che evidentemente vanno lavati qui dentro. Con imponenti (quanto spropositate) misure di sicurezza è possibile tenerci lontano dai vostri appuntamenti di gala, ma è impossibile pensare di poterci tenere lontano dall’università trecentosessantacinque giorni all’anno. La nostra presenza qui, oggi, ne è una dimostrazione.
    Detto questo, approfittiamo ulteriormente del vostro tempo per spiegare parte delle ragioni che ci hanno portato il 28 novembre fuori i cancelli di Monte Sant’Angelo a prendere pugni, calci e sputi che portavano la firma di ognuno di voi, Signor Walter Corrado incluso, e che ci riportano oggi qui in quest’aula.
    Il carattere repressivo precedentemente evidenziato è solo uno dei sintomi della trasformazione che sta investendo l’università in questi anni. Lo sa bene il nostro rettore che sta traghettando la Federico II in questa fase di transizione. L’ha più volte ribadito, anche in occasione dell’ultima sua elezione, nelle sue “riflessioni programmatiche per il rettorato”:
    Va quindi perseguito con pazienza e tenacia il raccordo tra i gruppi di ricerca del nostro ateneo e i soggetti pubblici e privati che operano sul territorio. Tale rete di collaborazione deve costruire occasioni per la proiezione esterna delle competenze e delle conoscenze presenti. [...] Inoltre è stata costituita una commissione per promuovere l’impiego economico dei risultati di ricerca e per incoraggiare i nostri laureati a sviluppare iniziative imprenditoriali. Ovviamente, sarà necessario reperire spazi adeguati perché le idee imprenditoriali possano essere incubate. Questo problema può essere risolto anche con convenzioni con enti esterni.”
    Trombetti ha di che essere soddisfatto, ha mantenuto le sue promesse elettorali; ed è proprio questo il problema!
    Il nostro ateneo da anni partecipa e promuove progetti di collaborazione con imprese e mondo del lavoro, ricordiamo due esempi su tutti:
    Consorzio Eubeo i cui soci sono: università Federico II, API (associazione piccole e medie imprese italiane), TKM s.r.l. (impresa operante nell’hi-tech), consorzio CLARA (consorzio imprese spin-off università La Sapienza e Federico II) e Ingegneria & Finanza (associazione professionale esperta in consulenza aziendale, business planing ecc). A presiedere questo consorzio ritroviamo una vecchia conoscenza: l’immarcescibile Gravagnuolo.
    Gli obiettivi: trasferimento tecnologico, sostegno all’innovazione, realizzazione di master, seminari e corsi di formazione attraverso la collaborazione università-imprese, creazione di un terreno fertile per la stipulazione di convenzioni quadro.
    Alcuni dei principali progetti realizzati: Convenzione quadro con Alenia, nella quale è inserito il il master Aerotech in ingegneria aerospaziale, master Uniauto finanziato da Alfa Romeo, Bosch, Magneti Marelli.
    Il secondo esempio è il consorzio ARPA per la cui definizione chiamiamo in causa nientemeno che la “guida pratica alle esperienze di collaborazione tra le imprese e le università” di CONFINDUSTRIA: Consorzio Arpa: l' Ateneo Federico II con la costituzione del consorzio ARPA - Agenzia Ricerca e Produzione Avanzata, ha inteso realizzare una struttura di interfaccia tra la domanda di ricerca e consulenza, espressa dalla componente imprenditoriale, e la produzione scientifica e tecnologica realizzata nei diversi Dipartimenti universitari. L'orientamento di ARPA verso il mondo della produzione ed il ruolo di impulso e stimolo alla didattica ed alla ricerca, rappresentano uno dei fattori strategici per lo sviluppo produttivo del territorio e per l'affermazione di quelle modalità innovative di gestione e di organizzazione che costituiscono la base per il rafforzamento della competitività del sistema economico in una prospettiva di integrazione transnazionale.
    I consorzi, le associazioni e le reti in cui la Federico II ha un ruolo, a volte anche da protagonista essendo l’ente capofila, sono tanti e dai nomi fantasiosi: ARPA, AMRA, CRIAI, EUBEO, AIU, BIC, b2Europe ecc.
    Tanti nomi, tante sigle, che non fanno altro che confondere le idee, ma non riescono a nascondere l’intento che le ha viste nascere: rendere l’università asservita alle logiche imposte dalle imprese.
    L’esperienza in campo imprenditoriale della Federico II non si esaurisce nei consorzi, la nostra università è stata protagonista più volte di collaborazioni dirette con grandi e medie imprese come la FiatAvio, la StMicroelectronics, la Piaggio, la Adler Plastic s.p.a., la Mare engineering s.r.l. ecc. Ed è già riscontrabile l’influenza diretta di tali aziende sulla didattica dell’ateneo che risulta, tendenzialmente, ad esse asservita.
    In fondo, la nuova politica di trasformazione dell’università è stata ben colta da uno dei personaggi di quest’ateneo, il presidente del polo di scienze Di Donato che così la riassume: “Trattasi di progettare un sistema che consenta una migliore reciproca conoscenza tra due mondi sin qui assolutamente separati, tra l’università che rappresenta l’offerta e il mondo delle imprese che rappresenta la domanda.
    ”Non potevamo, il 28 novembre scorso, e non potremo mai permettere l’inaugurazione di un’università del genere.
    Questo lo ribadiamo e continueremo a farlo non solo in occasione dei grandi appuntamenti come le inaugurazioni dell’anno accademico, le conferenze e i convegni vari in cui grandi nomi della politica e delle istituzioni si siedono ad un tavolo per decidere del nostro futuro (solo ultimo in ordine di tempo è il convegno sul longlife learning che si terrà a Galassia Gutenberg il 17 marzo), lo faremo nelle nostre università dove noi ogni giorno viviamo, cercando di arginare e rispondere colpo su colpo a questi processi degenerativi che ci investono.
    Detto questo, vi consigliamo di dichiarare sciolta quest’assise e di andare via...a meno che non vogliate farci sgomberare dalle forze dell’ordine.

    FENPROF faz pequeno resumo da(s) política(s) do Governo "socialista" para o Ensino Superior...

    Resume-se, a partir de 3 intervenções, uma do Primeiro-Ministro [1] e duas do Ministro da Ciência, Tecnologia e Ensino Superior [2] e [3], a anunciada reforma legislativa do Ensino Superior.

    1. Sistema e Rede

    "Opções políticas do Governo para a orientação do sistema:

    - Alargar a base de recrutamento e o número de estudantes no Ensino Superior, a sua mobilidade e a qualidade e relevância das suas formações. O número de diplomados deverá crescer 50% nos próximos 10 anos. A maioria desse crescimento deve verificar-se no Ensino Politécnico.
    - Reforçar o topo, a capacidade científica e técnica das instituições, assim como a sua capacidade de gestão, o seu envolvimento com a sociedade e a economia e a participação em redes internacionais. O número de doutorados pelas Universidades deverá duplicar os próximos 10 anos.
    - Reforçar o sistema binário de forma inequívoca, devendo o ensino politécnico concentrar-se especialmente em formações vocacionais e formações técnicas avançadas de 1º ciclo orientadas profissionalmente. Pelo contrário, o ensino universitário deverá reforçar a oferta de formações científicas sólidas e especialmente de pós-graduações, juntando esforços e competências de unidades de ensino e de investigação.

    Em consonância com estas opções de política, urge:

    - Modernizar as instituições, preparando-as para as novas necessidades económicas e sociais, para as novas oportunidades induzidas pela economia e pelo desenvolvimento científico.
    - Responder às necessidades dos jovens que terminam o ensino secundário, mas também aos adultos que procuram cursos vocacionais, profissionais e de aprendizagem ao longo da vida." [2]

    "Há que racionalizar a oferta de cursos e número de escolas" e " Deve ainda reconhecer-se a importância das capacidades do Ensino Superior privado para a resposta às necessidades de expansão do sistema". [2]

    "Será revista a Lei de Avaliação do Ensino Superior e criada a Agência Nacional de Avaliação e Acreditação conforme aos critérios europeus. A qualidade das aprendizagens, o reforço do trabalho orientado e de projecto e a mobilidade dos estudantes serão prioridades". [2]

    2. Orientação e regulação

    "A constituição de um conselho superior de orientação estratégica de alto nível, verdadeira autoridade para a orientação e regulação do sistema de ensino superior cujas deliberações poderão ser vinculativas, com representantes do governo, das empresas, da ciência e da cultura, da sociedade civil, de forma a articular os vários interesses subjacentes a um sistema de ensino superior articulado com as prioridades nacionais, visa contribuir para atingir o objectivo de orientação e regulação de todo o sistema". [2]

    3. Regime jurídico das instituições de ensino superior

    "No quadro de uma nova Lei de Autonomia, deverá ser permitida, e até estimulada, a diversificação de modelos de organização das instituições". "Todavia, deverá sempre ser salvaguardada a natureza pública dos estabelecimentos que são responsabilidade do Estado, a sua sujeição à disciplina orçamental e o respeito pelo estatuto laboral dos seus actuais funcionários". [1]

    "No âmbito dessa Lei [uma nova Lei de Autonomia], prever-se-á ainda a possibilidade de criação de um quadro legal novo em que as instituições públicas de ensino superior - no todo ou em parte - possam não pertencer à administração do Estado, nem os funcionários sejam, necessariamente, funcionários públicos, de forma a permitir-se maior autonomia na gestão de recursos humanos, financeiros e patrimoniais". [2]

    4. Estrutura de governação das instituições

    "Liberdade de organização das instituições sob reserva de regras comuns, entre as quais se contam a eleição dos seus dirigentes máximos, órgãos de deliberação com maioria de professores e investigadores, intervenção de elementos externos em decisões estratégicas e reforço claro dos poderes dos órgãos executivos, a par de órgãos pedagógicos com representação paritária de estudantes". [2]

    "A gestão executiva das escolas deve ser reforçada, devendo caber-lhe, integralmente, a gestão dos recursos humanos e financeiros, que são indispensáveis à evolução para uma gestão de qualidade. Os órgãos pedagógicos serão reforçados e será garantida a paridade entre estudantes e docentes". [1]

    "Requerem-se estruturas de governo orientadas por boas práticas internacionais, que garantam a formação de órgãos de topo eleitos, compostos pela comunidade académica, com uma maioria de professores, mas largamente abertos à sociedade através da cooptação, a título individual de personalidades com experiência relevante para a instituição". [2]

    "A eleição dos dirigentes máximos da instituição (Reitor da Universidade ou Presidente do Instituto Politécnico, e ainda Director ou Presidente de Escola ou Instituto quando estatutariamente previsto) tomará a forma de designação pelo órgão de topo da instituição em apreço, após processo aberto de selecção, aberto a candidaturas de professores de outras instituições. [2]

    "As unidades de I&D e os laboratórios associados são agentes particulares de mudança e de dinamização, cuja representação institucional será garantida". [2]

    5. Financiamento

    "Até ao final da legislatura, e a par do cumprimento dos objectivos de crescimento do investimento em Ciência consagrados no seu Compromisso com a Ciência, o Governo manterá o nível actual de financiamento do Ensino Superior em percentagem do produto. A prazo, o financiamento do Ensino Superior deverá crescer, a par do aumento da sua frequência e dos resultados alcançados." [2]

    "O financiamento público das instituições do ensino superior passará a integrar um sistema de contratos institucionais com base em planos estratégicos e indicadores de desempenho, o qual deverá substituir gradualmente o mecanismo actual de distribuição do financiamento público apenas por uma fórmula uniforme. [2]

    "A redução do insucesso escolar será inscrita como objectivo contratual das instituições". [2]

    "Serão introduzidos mecanismos para estimular e premiar a obtenção de fundos próprios por parte das instituições". [1]

    6. Carreiras

    "Serão revistos, também, os Estatutos das Carreiras Docentes e de Investigação". "Será contrariada a endogamia nas instituições e favorecida a mobilidade de docentes e investigadores; será reforçado o seu sistema de avaliação do desempenho; incentivar-se-ão as carreiras cruzadas entre academias e empresas; e nas universidades instituir-se-á o doutoramento como regra para a entrada na carreira". [1]

    "Serão revistos os Estatutos das carreiras Docentes e de Investigação, com vista a reduzir a endogamia nas instituições, a potenciar a atracção para Portugal de recursos humanos mais qualificados, estimular a mobilidade de docentes e investigadores e o seu rejuvenescimento, a colaboração com o tecido económico e a transparência e isenção dos processos adoptados para a sua selecção e promoção, sem prejuízo da desejável flexibilidade e coexistência de carreiras e modelos contratuais diversificados no interior das instituições. Nas Universidades, institui-se o doutoramento como regra para a entrada na carreira. Reforça-se o sistema de avaliação e desempenho de docentes e investigadores". [2]

    7. Calendário

    "Já foi aprovado para consulta pública o projecto de decreto-lei que cria a Agência Nacional de Acreditação e Avaliação do Ensino Superior. Dentro de semanas será remetida à Assembleia da República a proposta de nova Lei de Avaliação do Ensino Superior. [3]

    "Será apresentada à Assembleia até Maio a proposta de Lei sobre Autonomia das Instituições de Ensino Superior, de facto sobre Autonomia, Gestão e Regulação. Até à mesma data será ainda elaborada a proposta de novo Estatuto do Ensino Superior Particular e Cooperativo. [3]

    "Até ao Verão aprovaremos, após negociação, as revisões dos Estatutos da Carreira Docente Universitária, da Carreira Docente Politécnica e da Carreira de Investigação". [3]

    "O Governo (...) definirá a orgânica e funções de um conselho superior de orientação do ensino superior". [2]

    ATHENS report, 8 March 2007: They [the Governing] filled the centre of Athens with blood

    Today's national demonstration will not be written in the history of the Greek Educational Movements only for its size (30.000 demonstrators) and its decisiveness. It will also be written in black letters, as a dark day in the history of our country, during which the centre of Athens was filled with the blood of demonstrators - with the blood of students who came to Athens from every corner of the country to defend the obvious: their dignity and their right to an Education which will serve the true social needs.

    Today the right-wing Government violated this fundamental right of ours: they voted the new, ultra-neoliberal and ultra-repressive «Framework Law for Universities» by themselves (the "Socialists"/PASOK, the Communist Party/KKE and Synaspismos walked out of the votation process). But this Law is, already, socially dead.

    We denounce the orgy of state repression. The Greek Police "answered" to acts of blind violence with a generalized escalation of represssive violence: tens of arrests (62), use of rubber bullets, brutal beatings, continuous attempts to brake and isolate the student blocks, suffocation of the city centre with carcinogenic tear-gas and orchestrated attempts to cause panic through the use of stun grenades. All the detainees have been accused for social disturbance and other, more severe accusations. "The police and the Public Prosecutor are very provocative, not allowing the arrestees to meet their lawyers. Also, 5 injured detainees, students in Chemical Engineering from the Polytechnic of Thessaloniki, are not allowed to go to the hospital" (Athens Indymedia).

    The vice-president of the Secondary Education Teachers' Union (OLME), Grigoris Kalomoiris (also a member of the Central Political Committee of Synaspismos) was taken to the Red Cross Hospital, together with 45 more people, who were also taken to Ippokrateio and Sotiria Hospitals. Among them, two girls from Panteion University and the University of Ioannina, both members of the Network of Autonomous Radical Left Student Groups, who understood well what "modern democracy" is, by feeling the sticks of the riot police hitting them all over their body (probably this is the way that the State "celebrated" Women's Day). The leadership of the University Professors' Union shouted "BREAD-EDUCATION-FREEDOM" when they reached outside the Parliament, repeating the main slogan of the students' movement against the military dictatorship in 1973.

    After the demo in Athens, an anti-repression demo was spontaneously organized in Thessaloniki, in solidarity to the detainees of Athens. The demo in Thessaloniki was also badly hit. Athens Indymedia reports: "Riots spread in Thessaloniki city as well, following a spontaneous solidarity march that took place, in protest for the repression that had taken place in Athens. Currently (02.00 am) the riot police is spraying tear-gas towards the university and the students in the Thessaloniki Polytechnic Faculty are suffering. The students' radio 1431 AM is reporting that the gas is everywhere in the corridors. Hundreds of students are trying to escape the gas, some of them into rooms or on the roof. The radio speakers say they are confident we are facing the first implications of the new legislation, that has led to dictatorship".

    Anti-repression demonstrations will be held tomorrow (Friday, 09/03) in Athens, Patra, Ioannina and other cities all around the country. In Athens, the student assemblies have also set an appointment in 11.00 am outside the Central Court, to ask for the immediate liberation of the arrestees. The Coordination of Occupations and General Assemblies will meet at 14.00, in Athens, to discuss and decide upon the continuation of occupations and other mobilizations.

    The message has been sent: none of us will bend in front of any orchestrated state repression and terrorism.

    Conselho Nacional de Educação critica aplicação apressada e superficial do Processo de Bolonha

    A aplicação do Processo de Bolonha foi realizada em Portugal «de modo apressado e superficial», com riscos muito elevados para a qualidade do ensino superior, conclui uma análise ao sistema educativo pedida pelo Governo e pelo Parlamento.
    Por ocasião dos 20 anos da publicação da Lei de Bases do Sistema Educativo, a Assembleia da República e o Executivo lançaram um debate nacional sobre como melhorar a educação nos próximos anos, realizando cerca de 150 seminários regionais cujas conclusões são hoje divulgadas pelo Conselho Nacional de Educação (CNE), que organizou a iniciativa.

    Relativamente ao ensino superior, o tom do relatório é particularmente crítico, com o CNE a apontar o dedo à forma como foi implementado o Processo de Bolonha, um projecto de homogeneização dos graus e diplomas atribuídos em toda a Europa com o objectivo de facilitar a mobilidade e empregabilidade dos estudantes no espaço comunitário.

    De acordo com o documento, a aplicação de Bolonha traduziu-se numa redução substancial do número de horas de aulas, sem o devido apoio tutorial por parte dos professores e sem o desenvolvimento das capacidades de trabalho autónomo por parte dos alunos, o que "pode levar-nos para um caminho de perda de qualidade e de aprofundamento das desigualdades sociais".

    «Os riscos inerentes a esta prática são muito elevados. Corremos hoje o risco grave de deixar fugir os melhores candidatos ao ensino superior para o estrangeiro e condenar à mediania as nossas instituições de ensino superior», alerta o CNE.

    Para assegurar a qualidade do ensino universitário e politécnico, a iniciativa que envolveu mais de 10 mil portugueses por via electrónica defende a necessidade de remodelações profundas ao nível da oferta, considerando «inevitável» uma racionalização da rede, através de «entendimentos mútuos» entre as instituições.

    Em vez disso, o relatório final do debate lamenta que tenham sido «mais frequentes as manifestações do isolamento e do salve-se quem puder».

    O próprio modelo institucional de organização e gestão do ensino superior é posto em causa neste documento, que advoga a necessidade de «evoluir para um novo ordenamento institucional», que consagre às instituições de ensino superior mais autonomia.

    «Não será mais possível pensar num modelo institucional único. Esse tempo ruiu e a sua manutenção por inércia, falta de orientação política ou temor só podem contribuir para aprofundar os mecanismos geradores de mediocridade no desempenho social das instituições», refere o CNE.

    Assim, as conclusões do debate nacional de educação apontam para a necessidade de existir menos controlo estatal e mais regulação por parte do mercado ao nível do ensino superior, considerando, nomeadamente, que a determinação das vagas em cada curso ou a criação de novas instituições e fusão das já existentes deve caber a uma agência independente e não ao Governo.

    Academic freedom at risk in the knowledge society

    In 1992, when the Sinaia Statement on Academic Freedom and University Autonomy was adopted under the auspices of UNESCO, it stated: “history has shown that violations of academic freedom and institutional autonomy have high costs in intellectual regression, social alienation and economic stagnation.”

    Unfortunately, there is much to be said for history repeating itself. There has been declining respect for the principle of academic freedom, to the point where it is being blatantly undermined. Put simply, we are at a crisis point.

    The 1997 UNESCO Recommendation Concerning the Status of Higher Education Teaching Personnel guarantees this right, stating that “higher-education teaching personnel are entitled to the maintaining of academic freedom.” The 1992 Sinaia Statement provides that “governments and the public must respect the rights of universities to serve as centres of completely free inquiry and of social criticism.”

    Academic freedom is not only a right, but a responsibility of higher education institutions and academics. They rely on the state and society to ensure that academic staff are able to carry out their jobs without restrictions, threats to their independence, careers, and even to their personal freedom, safety and indeed their lives.

    What is equally intriguing and upsetting is that, although one would think that only progress could have been made over the years, there actually has been a visible deterioration of this principle worldwide. In Northern Europe, there is great concern over visible signs of increased bureaucracy and control, political control of the use of research resources and the reduction of researchers’ free right of publication.

    Academic staff in most Anglo-American countries have suffered from greater government oversight and management, with the US in particular experiencing a number of disturbing incidents related to the “war on terrorism.” In Latin America, government-related restrictions applied over the years have led to the wearing down of academic freedom, while external pressure on academic staff has also had the same negative effect in Africa, Asia and the Pacific, and the Middle East.

    All this has been coupled with recent cases of violence or other forms of abuse against academic staff in a number or countries. In some countries, academic staff believe that to speak out on controversial issues or to make statements that could be interpreted as critical of government or institutional policy will threaten their jobs or opportunities for advancement.

    In many industrialised countries, external pressure arises from the ever-growing drive towards globalisation, competitiveness, commodification, and the increasing use of market mechanisms in higher education. Research funding is increasingly an issue of concern, as funding bodies often subject the use thereof to a number of conditions (e.g. regarding the publication and use of research results).

    In other countries, the main concern is of a more serious nature, linked to under-development, and internal political or conflict constraints. Experience shows that once these latter countries overcome such problems, academic freedom is not necessarily guaranteed. Problems arising from globalisation and commodification, which are already on the rise, will undeniably grow.

    In this context, the adoption of a recommendation on academic freedom and university autonomy by the Parliamentary Assembly of the Council of Europe is a positive sign. It states that these twin principles together constitute “a fundamental requirement of any democratic society.” and that they “should be legislatively, preferably constitutionally, guaranteed.” Although this has always been the most desirable aim for the academic community, it seems that even a legal guarantee may not be enough anymore. In many countries where legal protections exist, academic freedom is still undermined in practice. Notwithstanding that this principle has been affirmed time and time again in various national and international legal texts, it is a fragile freedom which constantly needs to be justified and clarified.

    Academic freedom is not an outdated privilege or simply a protection granted to the academic community. Indeed, academic freedom is based on a clear rationale that links academics to society. In the context of fostering cultural diversity, the 1992 Sinaia Statement refers to the “obligation” of universities to speak out against all kinds of intolerant behaviour, and refers to the “commitment to open and independent inquiry” as a “defining characteristic of the university.”

    Academic freedom is an essential criterion for the development of science, and the development and circulation of knowledge which is genuine, objective and impartial. This is precisely the academic sector‘s contribution to society. Ironically, it is in the present era of the so-called ‘knowledge society’ that this fundamental link is being completely disregarded outside the academic community.

    Council of Europe does not recognize Institutions

    In light of the increasing number of Higher Education providers that claim to be recognized by the Council of Europe or other international organizations, we wish to make it clear that the Council of Europe does not recognize or in any other way bestow legitimacy on any Higher Education institution, programme or provision. Institutional recognition is normally within the competence of national authorities and is normally conditional on the institution or programme undergoing quality assessment.

    There seems to be an increasing number of Higher Education providers that claim to be recognized by the Council of Europe, alone or in cooperation with other international organizations, such as UNESCO, or by individuals acting on behalf of an international organization. Sometimes providers also claim that the Council of Europe/UNESCO Convention for the Recognition of Qualifications concerning Higher Education in the European Region confers recognition on their Education provision. In some cases, providers claim to have been recognized by the Council of Europe, whereas in other cases their text is phrased in such a way as to give the impression that they have been recognized, even if technically they do not say so.

    In light of the increasing number of such claims, we wish to make it clear that the Council of Europe does not recognize or in any other way bestow legitimacy on any Higher Education institution, programme or provision.

    Attention is also drawn to the alert published on the UNESCO web site on this topic. The different categories of unsubstantiated claims of recognition features on this site in large part also apply to claims of recognition by the Council of Europe.

    Education provided within national systems

    It should be recalled that most education provision belong to a national education system, and that the competence to determine what institution, programmes or other provision is recognized belongs to the public authority responsible for the education system in question. Increasingly, recognition or acceptance of higher education institutions by national authorities is made conditional on the institution or programme undergoing a quality assessment. In Europe, this is the policy adopted by the Ministers responsible for higher education in the framework of the Bologna Process aiming to establish a European Higher Education Area by 2010. In 2005, the Ministers adopted a set of European Quality Assurance Standards, which are based on a background report elaborated by ENQA – the European Association for Quality Assurance in Higher Education and partners.

    International, transnational or cross-border education

    Some of the providers claiming to be recognized also claim to provide “international” or “European” education, in other words they do not claim to belong to a higher education system. There is no competent international body, independent of national education systems, with a mandate to recognize or assess such provision. However, UNESCO and the OECD have elaborated Guidelines on Quality provision in Cross-border Higher Education that “aim to support and encourage international cooperation and enhance the understanding of the importance of quality provision in cross-border higher education” as well as to “protect students and other stakeholders from low-quality provision and disreputable providers as well as to encourage the development of quality cross-border higher education that meets human, social, economic and cultural needs”. In 2001, the Lisbon Recognition Convention Committee adopted a Code of Good practice in the Provision of Trans-national Education, which also provides useful indications of what students should look for in a provider claiming to offer international education.

    Precautions students should take

    Students should carefully verify the status of an institution, programme or provider before they decide to enrol in a higher education programme. They should ask the institution whether it has undergone a quality assurance exercise, and if so, by what body it has been assessed. While some higher education providers that do not belong to national education systems are of good standing, it may be wise to pay particular attention to the status of institutions claiming to be international or European. Providers claiming to be recognized or supported by international organizations such as the Council of Europe should be regarded with scepticism.

    «Que professores vamos [passar a] formar?»

    Mesmo aceitando que o Governo quis copiar modelos existentes em vários países europeus, a realidade portuguesa não é compatível com a formação de um professor generalista para o Ensino Básico (1º e 2º ciclos).
    O Decreto-Lei nº 43/2007, de 22 de Fevereiro do Ministério da Educação sobre o regime jurídico da habilitação profissional para a docência na Educação Pré-Escolar e nos Ensinos Básico e Secundário seria uma boa lei, porque regula uma acção educativa há muito desregulada, mas contém um péssimo e gravíssimo remate: os anexos que definem os domínios das habilitações e que condicionam tudo à sua volta. Este desastre legislativo vai obrigar a mudar novamente as formações de 1º ciclo do Ensino Superior (licenciaturas enquadradas no processo de Bolonha que entraram em vigor no corrente ano lectivo e que não podem ser reformuladas tão cedo), a recente redefinição dos grupos de recrutamento de professores (Decreto-Lei nº 27/2006), todos os modelos de formação inicial de professores que as instituições formadoras andavam a preparar há muitos meses antes de ser conhecido o texto final da nova lei e as actuais condições de acesso ao Ensino Superior, porque cria novos domínios científicos bidisciplinares que não existem em nenhuma Universidade (por exemplo, não há licenciaturas em Biologia e Geografia, como agora se pressupõe existir).

    De notar que, uma vez mais, as instituições de Ensino Superior foram obrigadas a registar os seus cursos com base em leis publicadas nas vésperas do prazo estipulado. E porque pediram pareceres às universidades quinze dias antes da aprovação agendada pelo Governo se depois avançaram com o diploma e ignoraram todos os pareceres enviados (a tempo)? Como pode Válter Lemos ter declarado ao «DN» (18-1-2007) que considerava "estranho que só agora [em Janeiro] surjam críticas a um diploma que está há vários meses em consulta", quando o anteprojecto só foi conhecido em Novembro e de imediato aprovado em Conselho de Ministros, ignorando todos os pareceres, incluindo o do Conselho Nacional de Educação? Como pode o Governo ter aprovado uma lei que contradiz todos os registos de licenciaturas feitos no âmbito do processo de Bolonha, criando, a posteriori, novos domínios científicos (nunca justificados) que anulam o trabalho feito pelas Universidades e Politécnicos?

    Andou a comunicação social entretida com o "fait divers" do anúncio do professor tutor para o 2º ciclo, a propósito do novo diploma, mas esqueceu-se de investigar as implicações gravíssimas que a nova lei traz para o futuro da formação de professores em Portugal.

    A nova lei parte de um princípio muito discutível na definição do perfil do professor desses dois grandes ciclos de formação (Básico e Secundário): o professor generalista. Já é duvidoso que um tal professor possa estar habilitado para ensinar "Todas as áreas do 1º ciclo do Ensino Básico e Língua Portuguesa, Matemática, História, Ciências da Natureza e Geografia de Portugal do 2º ciclo do Ensino Básico".

    Este perfil de professor generalista é transferido, na prática, para o sistema do 3º ciclo e Ensino Secundário, sem nenhuma justificação visível. Mesmo aceitando que o Governo quis copiar modelos existentes em vários países europeus, a realidade portuguesa não é compatível com a formação de um professor generalista para o Ensino Básico (1º e 2º ciclos), não só porque existe em Portugal uma história de erros legislativos nas habilitações próprias para o ensino do Português e da Matemática, em particular, como por causa desses erros, ainda estamos a registar resultados negativos na aprendizagem nessas áreas fundamentais. Impunha-se, precisamente, o contrário: o reforço da formação científica dos futuros professores do Ensino Básico e não a sua dispersão em várias matérias não compatíveis entre si.

    Também fica por justificar o reforço legislado da componente de formação pedagógica: afinal, os nossos alunos do Ensino Básico têm maus resultados na aprendizagem porque os professores não sabem ensinar o seu ofício ou porque não sabem ensinar aquilo que nunca aprenderam? Que supercurso de licenciatura pode conseguir formar em três anos um professor simultaneamente de Português, Matemática, Ciências da Natureza, História, Geografia de Portugal e Expressões? Como é que se pode ser professor de Português neste 2º ciclo, por exemplo, com uma formação científica de base de 30 ECTS (= 1 semestre)?! E formação exigida aos professores de línguas estrangeiras, por que razão está omissa? Bastará comprar um curso intensivo de Inglês em CD-ROM num quiosque para se ser professor de Inglês (na prática, isso está a acontecer no 1º ciclo, neste momento, sem que ninguém pareça levar a mal!)?

    O novo enquadramento jurídico(?) para a formação de professores exigia uma explicação clara dos critérios que levaram a decidir criar um perfil de professor que está em total desacordo com os perfis desenhados no recente processo de Bolonha aplicado a partir de Julho de 2006 ao 1º ciclo de estudos. Mais grave do que isso, contradiz todos os avanços e autonomizações das ciências sociais, humanas e da vida que se registaram nos últimos 60 anos. Não há hoje uma área de conhecimento chamada "História e Geografia", por exemplo, como não há um domínio científico chamado "Português e Língua Estrangeira (excepto Inglês)". Isto é mais grave do que as notícias gelatinosas que a comunicação social tem fabricado de acordo com a receita que o Governo lhe tem fornecido a propósito do professor generalista para o 2º ciclo. Este novo quadro de domínios generalistas das habilitações profissionais para a docência não tem qualquer relação com todas as reformas que decorrem no Ensino Superior, não tem qualquer compatibilidade com os grupos monodisciplinares definidos no Decreto-Lei nº 27/2006, não tem paralelo em nenhum sistema educativo conhecido internacionalmente (não confundir a formação do professor generalista para o Ensino Básico, comum em muitos países, com a mesma formação para o Ensino Secundário).

    A história recente do reconhecimento de habilitações para a docência em Portugal pode ser seguida pelo extraordinário parágrafo da última portaria sobre o assunto publicada por um Governo. Já este ano, a Portaria nº 88/2006 relata toda a sequência legislativa que regula esta matéria em Portugal desde 1984:
    As habilitações agora reconhecidas [Portaria 88/2006] ao elenco de cursos reconhecidos como habilitações próprias para os 2º e 3º ciclos do Ensino Básico e Ensino Secundário, constante do Despacho Normativo nº 32/84, de 9 de Fevereiro, rectificado por declaração publicada no Diário da República, 2ª série, nº 77, de 31 de Março de 1984, com as alterações introduzidas pelos Despachos Normativos nºs 112/84, de 28 de Maio, 23/85, de 8 de Abril, 11-A/86, de 12 de Fevereiro, rectificado por declaração publicada no Diário da República, 2ª série, de 30 de Abril de 1986, 6-A/90, de 31 de Janeiro, 1-A/95, de 6 de Janeiro, 52/96, de 9 de Dezembro, 7/97, de 7 de Fevereiro, 15/97, de 31 de Março, 10-B/98, de 5 de Fevereiro, rectificado pela Declaração de Rectificação nº 5-A/98, de 26 de Fevereiro, 1-A/99, de 20 de Janeiro, rectificado pela Declaração de Rectificação nº 7-M/99, de 27 de Fevereiro, 14/99, de 12 de Março, 28/99, de 25 de Maio, e 3-A/2000, de 18 de Janeiro, rectificado pela Declaração de Rectificação nº 3-A/2000, de 21 de Janeiro, e ainda das Portarias nºs 92/97, de 6 de Fevereiro, aditada pela Portaria nº 56-A/98, de 5 de Fevereiro, e 16-A/2000, de 18 de Janeiro.
    Este quadro legislativo em cadeia é revelador de uma falta de pensamento estratégico para o sistema de formação inicial de professores em Portugal nos últimos 30 anos. Infelizmente, essa falta mantém-se e agrava-se com a presente lei.

    Os cursos reconhecidos pelo Ministério da Educação, através da Portaria nº 88/2006 de 24 de Janeiro, como habilitação própria para a docência foram organizados pelo Decreto-Lei nº 27/2006, de 10 de Fevereiro, da seguinte forma (exemplos seleccionados):

    A esta lógica monodisciplinar para as ciências humanas corresponde uma lógica bidisciplinar generalista (ignorando a autonomização histórica dos saberes aí representados) em dois grupos (510 e 520) que agora mantêm a mesma convergência (em todo o caso insustentável, porque as quatro ciências - Física, Química, Biologia e Geologia - há muito que conquistaram a sua autonomia científica, o seu próprio domínio de investigação e desenvolvimento, não existindo sequer licenciaturas dirigidas para estes pares científicos anacrónicos). Aquilo que é um princípio (correcto) de arrumação monodisciplinar das línguas e das ciências sociais e humanas é totalmente desvirtuado na nova lei que as agrupa em novos pares formativos:

    Em caso algum, esta disparidade de critérios é justificada pelo legislador.

    Por que razão se criam dois "domínios de habilitação para a docência" a Português? Por que razão se criam dois domínios A e B e não C e D? Por que razão se cria um domínio de Português e de Línguas Clássicas, que não tem procura nas actuais licenciaturas, e se anula, inexplicavelmente, o domínio de maior procura que corresponde ao Português e ao Inglês, presentes nas variantes dos antigos cursos de Línguas e Literaturas Modernas e nos novos de Línguas, Literaturas e Culturas? Por que razão se elimina na refererência 6 o Inglês como possibilidade combinatória com o Português, anulando na base da formação (1º ciclo ou licenciatura) a maior procura da variante de Estudos Portugueses e Ingleses? E por que razão se anula, em todos os domínios, a possibilidade de um licenciado num curso monodisciplinar de Língua Estrangeira estar em condições de leccionar essa Língua Estrangeira? Será aceitável, por exemplo, que um licenciado em Estudos Ingleses e Norte-Americanos não possa vir a ser professor de Inglês (porque o domínio de referência estipula a combinação obrigatória de duas línguas), quando fez pelo menos 120 créditos em Inglês (V. novas licenciaturas de 180 ECTS em Língua, Literaturas e Culturas, variante de Estudos Ingleses e Norte-Americanos ou similar)?

    Por oposição injustificável, um licenciado no mesmo curso de 180 ECTS, na variante de Estudos Ingleses combinada com outra Língua Estrangeira, pode, a partir daqui, fazer um máximo de 78 ECTS obrigatórios e 22 opcionais (para poder atingir o mínimo estabelecido de 100 ECTS). Como pode este licenciado estar habilitado a leccionar Inglês e o que tem mais formação científica de base não o pode fazer? Que professor de Língua Estrangeira vamos formar quando o processo de Bolonha já obrigou a encurtar consideravelmente as formações iniciais das licenciaturas para três anos? Será possível dar formação científica de base a um futuro professor de Biologia e Geologia, de História e Geografia ou de Inglês e outra Língua com apenas TRÊS semestres (um semestre vale 30 ECTS no formato de Bolonha) de formação na licenciatura?!

    Como podemos continuar a falar, hipocritamente, em mudança de paradigma da formação de professores ou em promessas de garantia da sua qualidade? Que cursos idóneos podem oferecer as instituições de Ensino Superior com este estrangulamento legislativo?

    No remate legislativo em apreço ("Domínios de habilitação para a docência, níveis e ciclos abrangidos, especialidades do grau de mestre e créditos mínimos de formação na área da docência"), a nova lei devia ter optado por uma organização lógica das combinações possíveis entre todas as disciplinas. Por exemplo, na área das línguas, seria fácil, consensual e racional chegar a um quadro como o seguinte:

    Com o enquadramento jurídico que o Governo quer para regular a formação de professores, as universidades vão passar a formar wiki-professores, isto é, professores que podem fazer a sua formação científica de base apenas com as informações enciclopédicas generalistas da Wikipédia. É a melhor forma de termos professores "livres e gratuitos" (como a célebre enciclopédia) e um ensino cada vez mais inopioso. O Primeiro-Ministro devia explicar aos Portugueses se é assim que se deve entender uma das ambições fundamentais para o País do programa QREN (Quadro de Referência Estratégico Nacional), até 2013 - o 2º mandamento é o da qualificação dos trabalhadores portugueses. No que diz respeito aos professores, ficamos a saber que quanto menos souberem da ciência que ensinam, maior será a sua qualificação!

    La Universidad Experimental

    The following is an English translation of the collectively written text by the Universidad Experimental, Rosario, Argentina.

    Experimental University: Conflicts in the production of knowledge

    An introduction

    There are invitations to which we are indifferent. We forget them immediately. There are, however, invitations that remain. They float in our heads, intertwining with other ideas. When the invitation is to a group, the idea no longer floats in one head but in several. Remaining open to these other heads, it is available to be taken and processed. The invitation to the debate about conflicts in the production of knowledge has affected us in this second way. For us, it is literally a vital problem.

    We have tried, then, to think about this problem from our experiences as a group. That is to say, we have tried to list the conflicts that are taking places as our project moves. In schematic form, we have classified these conflicts under three categories:

    - our relations with the logic of the State University
    - our relations with the logic of the Market University
    - the relations we maintain with our project insofar as it attempts a different kind of instituent wager with respect to knowledge and thought.

    In this sense, we tried to turn this analytic into a strategic tool - a resource for the project. At the same time, we do not cease to question, modify or revise this
    analytic. For that reason, this text is only a small part of our discussion.

    On the other hand, you will notice that this text lacks some kind of testimonial or chronicle of the experiences of the Experimental University throughout 2006. It seems to us much more stimulating to offer certain theses on the initial debate that also provide a kind of elaboration of what actually happened.

    The Experimental University and the State University: conflicts

    The Experimental University neither remains indifferent to nor exclusively confronts the State University, since it inhabits another logic.

    Its gesture is not so much exodus as camping. This response, before being an ideological question, concerns a specific availability of resources.

    The hypothesis of the piqueteros, although not in all its aspects, helps to show the relationship we have with the State University: we do not want to fight over academic positions; we do not want to take over the student centre. We want resources for the self-management of our projects.

    The university can digest the works of any thinker but it seems much more difficult for it to digest participatory forms of debate and construction. It seems, then, that with the State University, we can develop ‘contact surfaces’ with regard to reading/writing/interventions but not with regard to management.

    It cost us highly at the singular and the collective level to find usable resources for our project in the State University, but in the meantime we were playing and hitting up against the institution all the time.

    Our wager is to subtract a fragment of the social interchanges of the university from state and market regulations in order to compose them with other social processes for the production and organization of life.

    The Experimental University and the Market University: conflicts

    Since in the mercantile era that which does not self-manage is either dismissed or absorbed by the market, our objective is to plot a ‘contract/contact’ with the participants of the Experimental University that goes beyond this mercantile absorption.

    To insist on the ‘contract’ with the different people involved in this experience is to make it clear that our wager is a political wager.

    Our wager is to work as a connective machine between those involved in the Experimental University and processes of social self-organization.

    If we bet on participatory action, then our wager serves to form a platform of connections with different points of productive self-organization, which will necessarily lead us to redesign the processes of self-education.

    The Experimental University and the Market University generate two parallel poles of management of the State University´s resources.

    Therefore, the conflict with the Market University does not appear as much in the subtraction of resources as it does within the interior spaces of the Experimental University itself.

    The whole strategy of the Experimental University, then, depends on the subjectivity that inhabits it. The subjectivity that produces the Market University is that of the consuming student. If one tries to break with the mercantile ways of life that we inhabit, the possibility emerges for new kinds of relations.

    The Experimental University: conflicts

    Our project positions us in the middle of a conflict between old and new organizational configurations that have as their agglutinative element the production of knowledge and its relation to other social spaces. What is at stake is the political productivity of knowledge and thought, which we have taken as a criterion that allows us to elaborate strategies.

    There does not exist a privileged space for the practices of the Experimental University, but nor does it have a privileged practice. Its importance lies in its political productivity for the construction and support of spaces in which it is possible to decide on all the dimensions we consider relevant to our existence.

    The Experimental University attempts to function as an attentive, moving and connective space, not as an auto-referential one. A double cognitive movement seems to install itself in our project: we seek, on the one hand, to invent a defining characteristic, a signature; and at the same time, to approach thinking no longer thematically but problematically.

    We thus say it is not only a matter of instrumentalising concepts in relation to problems, but also of not ceasing to question and redefine this same logic of instrumentalisation.

    We try to conceptualise knowledge only insofar as it can serve as a tool with which to think and intervene in our realities.

    The fact that this form of knowledge can come into being in infinite ways, gives us the possibility to think that any kind of group can innovate constantly in its practice. Language itself is thought as a material that has in its immanence the power of being connective – that is, to assemble itself in unusual ways. On the basis of these connections, new forms of movement can be developed, both in thought and praxis, which are not within the repertoire of the quotidian.

    If the traditional free universities ['cátedras libres' (free universities) are open academic spaces usually created by militant student groups and organized in the traditional way: active teachers, passive students, etc.] generate hierarchical divisions between those who know and those who do not know, between experimental and
    non-experimental militants, the Experimental University sustains itself on another premise: ‘All of us involved in the project are the possessors of problems, that is to say, we ourselves become permanently problems.’

    Today we consider that the dispute within, against and beyond the university must acquire a profile that privileges cognitive, methodological and connective aspects.

    Can an institution that produces knowledge be defined exclusively by this triad? Absolutely not. Those are its defining traits, but not its only ones. Since the
    institution is also management, that is, the ways of managing of these elements. Management conditions the logics of knowledge production from the inside. Command is not purely exterior with regard to the products: the historicity of these products is integrated in their very constitution.

    What did we mean when we spoke about the ‘resources of the university’? Since one of our characteristics is precisely to inquire into the nature of our own collectivity (the very possibility for its existence, as much as the conditions it suffers and the profiles it adopts), we know that ‘a resource is never only a resource.’ To put it
    colloquially: the essence of any resource is to be a poisoned gift. This ambivalence leads us to a permanent interrogation of the political utility of resources.

    'Edu-Factory.org' Manifesto

    As was the factory, so now is the University. Where once the factory was a paradigmatic site of struggle between workers and capitalists, so now the University is a key space of conflict, where the ownership of knowledge, the reproduction of the labour force, and the creation of social and cultural stratifications are all at stake. This is to say the University is not just another institution subject to sovereign and governmental controls, but a crucial site in which wider social struggles are won and lost.

    To be sure, these changes occur as capitalism gives new importance to the production of knowledge, and in the advanced capitalist world, moves such production of knowledge to the centre of the economy. With this movement, the University also loses its monopoly in this same sphere of knowledge production. Perhaps it once made sense to speak of town and gown. But now the borders between the University and society blur.

    This merging of University and society takes diverse forms. It can be shaped by the pressure to market degrees. Or it can be forced by measures that link the provision of funding to ‘technological transfer’ or collaboration with ‘partners’ from Government and/or commercial enterprises. Similarly, the growing precariousness of academic work means that many labour both in and out of the University, not to mention the labour conditions for non-academic workers. And the opening of many Universities to previously excluded cohorts of students, whether on the basis of social class or national jurisdiction, means that their internal composition has also changed.

    These transformations both shift the possibilities for political expression in the University and initiate new kinds of struggle. In some instances, a politicised student movement has disappeared. In others has begun to grow. The transnationalisation of many University operations, including the internationalisation and diversification of the student body, introduces new kinds of cultural conflicts and tensions. At the same time, the University is derailed from its traditional mission of safeguarding the national and official culture. How are we to make sense of these changes, and, above all, how should they inform radical political investigation and action?

    The University is a key site for intervention because it is now a global site. Indeed, there is no such thing as ‘the University’ but only Universities, in their specific geographical, economic, and cultural locations. Even within Universities there exists a range of labour practices and conditions as well as different cultures of organisation. If, in analogy to the factory of yesteryear, we are to understand the University as a paradigmatic site of struggle, we must first map and understand these differences (even as they are taking shape), not as an end in itself but as means of generating shared resources to meet the conflicts at hand.

    We propose a series of transnational web-based discussions on the condition of the University today. These will lead up to a series of moving web-archived seminars (in cities to be decided) on a number of different topics, beginning with ‘conflicts in the production of knowledge’. It is important that contributions come from all continents, from different types of Universities, from people with different relations to the University, and from those involved in ‘free’ or autonomous University initiatives. The aim is to use the discussions to sound out the geographically disjunctive relations between the participants, creating a collective knowledge of globalising society that in turn contributes directly to thematic discussions and the development of new forms of relation and resistance.

    Knowledge is a common good not because it exists in nature but because it is produced and reproduced by living labour and social cooperation. The centrality of knowledge to the contemporary system of production applies not simply to those sectors that rest upon innovation but to the entire spectrum of labour composition. With this in mind, we propose to investigate the conflicts of knowledge produced on the (always more porous) boundary between the University and society. In the academic context, we would like to analyse—always taking concrete circunstances into account—the ambivalence of oppositional knowledges as challenges to the institution and processes of domestication.

    ATHENS report, 22 February 2007: Moments like this, when we [the People] write History!!!

    The National Educational demonstration in 22 February, in Athens has been highlighted as one of the most important moments in the history of the contemporary Educational Movements in Greece. Thirty thousand students, educators of all levels and solidarious workers from various trade unions contested the atmosphere of fear and repression and filled the centre of Athens for more than four hours! The length of the demo reached three kilometres!

    The Riot Police Forces operated a repressive orgy for one more time: they suffocated the demonstrators with tear-gas bombs, made use of stun grenades and tried to brake and isolate selected student blocks. Later in the evening, when a group of students organized a solidarity demo outside the Headquarters of the General Police Administration, to ask for the immediate liberation of one arrested student, one group of the Riot Police attacked them with no reason, following their superiors' order: "Do whatever you like"...

    Neolaia Synaspismou saluted the thrilling presence of those thousands of people who choose to resist against the Governmental policy. The new "Framework Law" for Universities (which was presented in public some days ago and is due to discussion and votation in the Parliament) is already dead in the minds of the enormous majority of students and the Educational community. The only thing that is left to be done is the immediate withdrawal of the plans for the votation of the new Law in the Parliament and the resignation of the insolvent ministers of violence and repressive "dialogue" (the Ministers of Education and Public Order), Ms Giannakou and Mr Polydoras.

    10 years of Student Protests in Serbia

    When can one say that a country is in crisis? The answer is clear: when students start street protests. This winter was the tenth anniversary of famous Serbian student protests 1996/97. It was famous by its energy and uncompromising decisiveness of hundreds of thousands of young people who swore to win the fight for justice and political responsibility, in time of overall regression of Serbian society.
    That was a struggle against Milosevic’s regime, but also against the system which made the decadent political regime possible. Students protested every single day for three months until they achieved their goal – the official recognition of the opposition’s victory on local elections, and the resignations of the pro-regime Rector and Student Vice-Rector of the University of Belgrade. That was a dangerous action of rooting out the state’s corruption, media manipulation, election fraud and suppression of freedom. The following years weren't to be any easier: in 1998 youth were protesting against oppressive laws which annulled the autonomy of the university; during the NATO bombing of Serbia in 1999 they were sending a message to the world saying that a whole people mustn’t be punished for the deeds of a couple of autocrats; and in the year 2000 students triggered mass protests which led to a final breakdown of the infamous government.

    During 2006, the dissatisfaction of students escalated again! The old-fashioned teaching methods, inapplicable content, poor library funds, non-transparent and slow administration, rocketing tuition fees, numerous taxes, etc, were just some of the existing problems.

    How far Serbia really got considering the implementation of the Bologna process was apparent after the Bergen summit of Ministers of education of the European countries, in May 2005. Ministers assessed the Serbian progress in reforms very poor, setting Serbia on the very bottom on the scale of countries, participating in the Bologna process.

    The escalation of dissatisfaction occurred on October 2006. At the same time, KONUS (The Conference of Universities in Serbia) was discussing degree equivalences from the old educational system (graduate, masters and doctoral studies), with degrees introduced by Law on higher education from 2005 (BA, MA, PhD). So, initially, rectors of all the Universities in Serbia adopted a proposal made by student organizations (SUS in the first place). This proposal was equal to the solutions which were adopted years ago in the Netherlands, Estonia, Slovenia, Croatia, and many other countries. But just a few days after, during the second session of KONUS, deans of faculties in Serbia stood up against these proposals and opposed the previous decision made by rectors. Thus, the decision on equivalence was postponed.

    It was quite clear that this ongoing situation was an attempt of the faculties (read: deans) to manipulate students, to avoid the only rational decision (which is the recognition of equivalence of old and new titles), and to try to use this transitional situation in a field of education in Serbia in order to maximize their profit.

    Revolted by this situation, students stormed to the streets again! During the next two months, SUS, in partnership with two other student and youth organizations, organised three large protests on the plateau in front of the Rectorate of Belgrade University. Due to this pressure, coming from a mass, and due to active lobbying, the legislation committee in the Serbian Parliament eventually supported the student proposal. Now, in order to make the rectors decision fully legitimate, it was up to the Serbian Parliament to adopt the recommendation made by legislation committee.

    Unfortunately, prior to January 2007, the Serbian president called a Parlamentary election to take place on 21st January 2007. This clearly means that students will have to wait for the constitution of new Parlament to eventually, potentially ratify the decision of the legislative committee.

    Although only small progress was made, it was quite ’touching’ to bring back the old memories from 1996/97.

    Reiteran amenazas contra la vida y la integridad personal de dirigentes universitarios colombianos

    DENUNCIA PÚBLICA: Febrero 15 de 2007

    LA ASOCIACION COLOMBIANA DE ESTUDIANTES UNVERSITARIOS (ACEU) DENUNCIA A LA OPINION PUBLICA NACIONAL E INTERNACIONAL LAS AMENAZAS DE MUERTE DE QUE HAN SIDO OBJETO SIETE DIRIGENTES ESTUDIANTILES

    ANTECEDENTES

    En el marco de la crisis de derechos humanos que atraviesa el Movimiento Estudiantil colombiano, el año 2006 es significativo en este periodo fueron múltiples las amenazas de las que fueron victimas los estudiantes, sus organizaciones, expresiones estudiantiles de diferente tipo, así como grupos académicos y profesores. Situación que se a repetido de manera cíclica en por lo menos la ultima década.

    Durante el 2006 las amenazas recibidas han sido cumplidas así lo demuestra la muerte del estudiante Milton Troyano en la Universidad del Cauca durante el primer semestre y de Julián Andrés Hurtado, representante estudiantil de la Universidad del Valle asesinado en el segundo semestre del mismo año. Estas amenazas se presentaron de manera similar en todas las Universidades del país, tanto publicas como privadas.

    Muchos de los estudiantes que en este ultimo comunicado de las «Águilas Negras» (nuevo nombre de las estrategia paramilitar y de guerra sucia que ha desarrollado el Estado), ya han sido anteriormente amenazados.

    Muchos de estos estudiantes y organizaciones participaron de manera comprometida y decidida en las campañas contra la reelección de Álvaro Uribe y tienen (o han tenido) simpatías, liderazgos o militancia en el Polo Democrático Alternativo (PDA), partido de oposición política en Colombia.

    HECHOS.

    1.- El pasado 13 de Febrero al correo institucional del POLO DEMOCRATICO ALTERNATIVO (PDA) llego el siguiente correo electrónico:

    2.- Es de anotar que todos los estudiantes que se encuentran en la lista fueron amenazados durante el año inmediatamente anterior, que su situación fue denunciada públicamente y ante los órganos de control y gubernamentales.

    EXIGIMOS

    Al Gobierno y a los organismos de control:

    1. Se garantice la vida e integridad física y psicológica de los estudiantes que se encuentran amenazados. No solo los que aparecen en esta lista. Hacemos responsables al Gobierno nacional y al conjunto de la institucionalidad de lo que pueda pasar con las personas allí amenazas.

    2. Se garantice el ejercicio de la oposición política, la libertad de asociación y expresión del conjunto del estamento estudiantil colombiano.

    3. Se investigue, juzgue y sancione a los responsables de estas amenazas.

    4. Se hagan las acciones políticas pertinentes para el desmonte de esta nueva expresión del paramilitarismo “las Águilas Negras”. Quienes han demostrado con sistemáticas violaciones la continuidad del proyecto de control político, social, territorial y militar, que se incentiva además desde la política de seguridad democrática del Gobierno nacional.

    "Recordamos que la responsabilidad primaria de protección de los Derechos Humanos recae de acuerdo con los principios constitucionales y el articulado de los Tratados y Convenios Internacionales sobre el Estado Colombiano, al ser este el sujeto responsable de velar por el cumplimiento de lo consagrado en la Carta Política y por ser el que adquiere los compromisos en materia de Derechos Humanos y de Derecho Internacional Humanitario ante la comunidad nacional e internacional.."

    A las organizaciones defensoras de derechos humanos, al conjunto de la Comunidad Universitaria, a las organizaciones sociales y políticas en el país a emprender una acción urgente para rodear a los estudiantes sus organizaciones y expresiones organizativas;

    A la comunidad internacional para que se pronuncien ante las autoridades competentes para interceder por la vida la integridad física de los estudiantes amenazados y de las expresiones a las que pertenecen.
